Does the bonding substance make your tension disc slippery? If so what shall I use to clean my tension discs?

Bonded thread means that there is a resin added for strength and to relieve any friction when sewing. If any residue is left on your tension disc, with the tension disc disengaged, you can run a thick piece of cotton thread or fleece through the tension disc to clean, if it's really gummy, you may want to dip the thread or fleece in rubbing alcohol and then clean the discs.

Would this be a good thread to sew bags with ? I mainly sew with canvas, waterproof canvas, vinyl and cotton.

Yes, it would work very well for that application.
