Yes, but depending on the bias tape maker, you may have to adjust the width of the wigan according the bias tape maker specs.

Why would I choose a woven over a non-woven interfacing?

Woven interfacing has a true grain direction unlike non-woven interfacing. Woven interfacing tends to last longer and be stronger than non-woven. However, when using it, it's important that the grain of the interfacing match the grain of the fabric that it's be applied to. For best result select an interfacing that is just a little lighter weight than the fabric you will use it on
